The historical record shows most armed conflicts to be intra-state in nature – certainly since the end of the Second World War (Peter Wallensteen et al, 20021). Nevertheless, it was only after the end of the Cold War that the United Nations Security Council (UNSC) acknowledged the challenge this type of armed conflict posed to international peace and security. Such recognition – long-overdue – resulted in a range of impacts in the types of solutions that the UNSC would subsequently propose, among the most critical of which peace-keeping/building operations must surely be counted.
